What IRCC is proposing
Three reform areas under consultation:
1. CRS SCORING ADJUSTMENTS
- Age weighting: should younger candidates get more points?
- Education: should Canadian degrees get a bonus over foreign?
- Language: should French receive even larger bonuses?
- Work experience: should Canadian experience count more?
- Should there be minimum thresholds, not just competitive scoring?
2. SELECTION CRITERIA CHANGES
- More category-based draws (sector-specific targeting)
- Regional distribution: draws for specific provinces?
- Economic outcomes tracking: do selected candidates work in their field?
- Labour market integration speed: how fast do PR holders find skilled work?
3. PROGRAM INTEGRITY
- Fraud prevention: fake credentials, inflated language scores
- Third-party representative oversight
- Profile accuracy verification before invitation
What has already changed in 2025-2026
- Category-based selection launched June 2023, expanded significantly
- 5 new categories added February 2026 (Physicians, Researchers, Senior Managers, Transport, Military)
- French-language draws: 26,000+ invitations, CRS as low as 393
- 380,000 PR admissions annually (2026-2028) - highest ever
- H-1B pathway: 33,000 spots for US-based workers
- PGWP changes: program-job alignment requirements added
- Express Entry processing: 6-month standard maintained
See: Canada Express Entry Draws 2026 for the complete bi-weekly draw tracker.
How CRS might change - 3 scenarios
SCENARIO A - Minor tweaks (most likely):
- Slight increase in French bonus points (+5-10 points)
- Additional CRS points for Canadian education
- More frequent category draws (weekly instead of bi-weekly)
- Impact: CRS cutoffs drop slightly for French and category draws
SCENARIO B - Major overhaul (possible):
- New economic outcomes factor in CRS
- Job offer points restructured (LMIA vs non-LMIA)
- Regional distribution requirements
- Minimum language thresholds (not just competitive)
- Impact: significant reshuffling of candidate rankings
SCENARIO C - Status quo with more categories (also likely):
- CRS formula unchanged
- 5-10 more category draws added
- Focus on enforcement, not scoring
- Impact: more pathways for niche occupations, general CRS stable
Based on IRCC's track record, Scenario A (minor tweaks with enhanced French bonuses) is the most probable outcome.
What this means for applicants
- HIGH CRS (500+): Minimal impact. You will be invited regardless of changes
- MID CRS (450-499): Watch for more category draws - Healthcare, STEM, Trades may lower your effective cutoff
- LOW CRS (below 450): Category draws are your best hope. Learn French (393 cutoff) or target Physicians/Researchers if eligible
- FRENCH SPEAKERS: Likely to benefit further - more invitations, lower cutoffs
- PROVINCIAL NOMINEES: Unaffected - PNP +600 guarantees invitation

The French language advantage
- Current CRS bonus for bilingual: 30-50 points
- French-only draws: CRS as low as 393 (vs 515 general)
- 26,000+ French invitations issued = clear policy direction
- Quebec vs federal French immigration use different systems
- TEF Canada / TCF Canada are accepted French tests
- Resources: Alliance Française, online courses (DuoLingo, Babbel, Pimsleur)
Learning French to CLB 7 is the single highest-ROI investment for Express Entry candidates with CRS below 500.
How to prepare for potential changes
- File your profile NOW - lock in current rules
- Improve your IELTS or CELPIP score - language always matters
- Start learning French - even basic TEF B1 = major bonus
- Get credential assessment done (WES) - required regardless of changes
- Consider Provincial Nominee Program nomination - +600 points is immune to CRS changes
- If eligible for a category draw: ensure your NOC code is correct
- Monitor IRCC announcements monthly
- Submit your feedback in the consultation
Tools: CRS calculator, Eligibility checker. Visa info: Express Entry FSW.

Sık sorulan sorular
Will the CRS formula change in 2026?
Possibly. IRCC is consulting on changes until May 24, 2026. Any reforms would likely take effect in late 2026 or 2027 at the earliest.
Should I apply now or wait for changes?
Apply now. There is no benefit to waiting - current rules still apply to existing profiles. If changes benefit you later, your profile will be reassessed automatically.
Will French become more important for Express Entry?
Almost certainly yes. IRCC has issued 26,000+ French-language invitations with CRS as low as 393. The consultation signals even greater French bonuses may be coming.
How do I submit feedback to the consultation?
Visit the IRCC Express Entry consultation page on canada.ca before May 24, 2026. The submission includes an online questionnaire and optional written comments.
Will PNP nominations still be worth 600 points?
PNP nominations have always provided +600 CRS points, effectively guaranteeing an invitation. There is no indication this will change in the proposed reforms.
When would new rules take effect?
Based on IRCC's typical timeline, any changes from this consultation would take effect in late 2026 or early 2027 after a regulatory process.
