Tech Visa

Portugal's Tech Visa is a government-backed fast-track scheme designed to help certified technology companies recruit highly qualified non-EU professionals quickly. Rather than being a visa you apply for cold, it begins with the employer: a company must first be certified under the Tech Visa programme by IAPMEI, the agency for competitiveness and innovation, confirming it is a genuine, financially sound, innovation-oriented business.

Once certified, the company can issue a term of responsibility (termo de responsabilidade) for the worker it wants to hire. That document dramatically speeds up the consular and immigration process, because much of the vetting has already been done at company level. The Tech Visa targets engineers, developers, data scientists, product specialists and other high-skill roles, and it is a key plank of Portugal's strategy to grow its tech ecosystem in Lisbon, Porto and beyond.

The resulting residence permit is renewable, counts toward permanent residence and citizenship after five years, and gives access to Schengen mobility and Portuguese public services.

You must have a job offer from a company certified under the Portuguese Tech Visa programme, in a highly qualified technical role. You need either a higher-education degree relevant to the position or, in its absence, substantial relevant professional experience accepted by the employer and the programme.

The role must be skilled and the salary appropriate - generally well above the Portuguese minimum wage and consistent with a qualified technology post. You must be a non-EU/EEA national with a valid passport and a clean criminal record. Adequate proficiency in a working language (often English) is expected for the role. The employer must remain in good standing under its Tech Visa certification throughout the process.

Step one: secure a job offer from a Tech Visa-certified company; you can check or confirm certification with the employer or via IAPMEI. Step two: the company issues you a termo de responsabilidade - the formal undertaking that underpins the fast-track route - and prepares supporting documents.

Step three: assemble your file: passport, the term of responsibility, your degree or evidence of relevant experience, an apostilled and translated criminal-record certificate, and proof of accommodation arrangements. Step four: apply for the residence visa at the Portuguese consulate or VFS centre serving your country, submitting the application and paying the fee.

Step five: the consulate, recognising the Tech Visa framework, processes the application on an expedited basis and issues an entry visa with a pre-booked AIMA appointment. Step six: travel to Portugal within the visa validity and attend the AIMA appointment to provide biometrics and finalise the residence-permit application. Step seven: collect the residence permit, register with social security through your employer, and obtain your NIF if you do not already have one.

The residence-visa fee at the consulate is roughly EUR 90, and the AIMA residence-permit issuance costs around EUR 155-170. Apostille and certified translation of your degree and criminal-record certificate typically run EUR 50-150. The employer bears the cost of its IAPMEI Tech Visa certification, so that is not an applicant expense. Budget for initial private health insurance until SSN enrolment, plus travel and relocation costs. Some applicants use a lawyer, adding several hundred euros.

The Tech Visa's main selling point is speed. Because the employer is pre-certified and issues a term of responsibility, consulates handle these applications on an accelerated track - often issuing the entry visa within around 30 days, considerably faster than a standard work visa. The subsequent AIMA stage in Portugal can still be affected by the agency's general backlog, but your legal status is secured once the AIMA appointment is completed.

Attend your AIMA appointment promptly to submit biometrics and complete the residence-permit file. Obtain your NIF (tax number) and a Portuguese social-security number; your employer typically registers you for social security and you should confirm this is processed.

Once you hold the residence permit and social-security number, enrol in the Serviço Nacional de Saúde to access public healthcare. Open a Portuguese bank account for your salary, and register your address locally if required. Keep your employment contract and proof of continued work for the residence-permit renewal. The Tech Visa permit is renewable while you remain employed in a qualifying role, and after five years of legal residence you can apply for permanent residence and citizenship.
