Of the four, the UAE has the highest average wages, the most reformed labor system, and the most established Pakistani middle class (Dubai and Sharjah). Qatar's post-FIFA construction sector has slowed but services are growing. Kuwait remains heavily dependent on domestic work (cleaners, drivers, nannies) and has the slowest pace of kafala reform. Oman is the smallest of the four but most affordable to live in.

UAE - the best Gulf option

The UAE hosts approximately 1.6 million Pakistanis - the second-largest Pakistani community after Saudi Arabia. Dubai alone has Pakistani neighbourhoods (Karama, Bur Dubai, Deira), Pakistani-owned businesses across construction, finance, IT, hospitality and retail, and direct flights to Karachi, Lahore, Islamabad, Peshawar, and Faisalabad multiple times daily.

The 2021 UAE labor reforms were the most consequential of any Gulf state. Key changes:

  • Workers can change employers without the previous employer's No Objection Certificate (NOC) after one year of service.
  • Workers can sign limited-term (2-3 year) OR unlimited-term contracts, with clearer termination rights.
  • The Wage Protection System (WPS) requires employers to deposit salaries directly into bank accounts, monitored by the UAE Central Bank.
  • Companies that fail WPS compliance lose the right to hire foreign workers.
  • A new 'job exploration' visa allows job-seekers to enter the UAE for up to 90 days to find employment.

The UAE Golden Visa is the only PR-equivalent residency available in the Gulf. It offers 5-10 year renewable residency to investors (AED 2M+), specialised talents (doctors, scientists, top executives), outstanding students, and select professionals. For most Pakistani workers it remains out of reach, but for senior professionals it is the strongest reason to choose the UAE over other Gulf states.

Step-by-step - Pakistan to Gulf (non-Saudi)

The process is broadly similar for UAE, Qatar, Kuwait and Oman, with country-specific nuances. The key constants: BE&OE emigration clearance is mandatory for all four, GAMCA medical is required, and the Protector of Emigrants stamp must appear on your passport before departure.

  1. Find a verified job - direct from a Gulf employer or through a BE&OE-licensed Overseas Employment Promoter (OEP).
  2. The Gulf employer obtains a work-permit pre-approval from the destination country's labor ministry.
  3. The employer forwards the work-permit reference to the destination country's embassy in Pakistan.
  4. You complete the GAMCA medical examination (see Saudi guide for the 17 approved centres).
  5. Register with BE&OE online at beoe.gov.pk and complete in-person verification at the relevant Protector of Emigrants office.
  6. Visa stamping at the destination country's embassy or consulate in Pakistan.
  7. Attend the mandatory pre-departure orientation (PDO) at your Protector office.
  8. Fly to the destination country.
  9. After arrival, the employer converts the entry permit into a full residence permit - typically within 60-90 days.

What you'll actually earn vs the promises

Recruitment agents in Pakistan routinely quote Gulf salaries higher than what the contract actually pays. The pattern is well-documented and the gap can be 30-50% between agent promise and contractual reality. Before signing anything, verify the actual contracted salary - not the agent's quoted figure.

  • The contract is the only document that matters. Get a copy in English or Urdu - not just Arabic - before paying the agent any fee.
  • The Protector of Emigrants at BE&OE will verify the salary in the contract before stamping your passport. If the salary is below the legal minimum for the destination country, the Protector will reject the contract.
  • Common hidden deductions: 'accommodation contribution' (SAR/AED 200-600/mo), 'food allowance' offset, 'transport to work' offset, 'visa renewal fee' (sometimes deducted from wages illegally), 'agent commission' deducted from first 3-6 months.
  • Some employers deduct illegal 'commitment fees' if you try to transfer or quit early. These are not enforceable under reformed UAE labor law but still occur in practice. Document everything.
If the agent's verbal quote differs from the written contract, the contract wins - always. Never sign any document until you can read it, ideally with a literate family member present.

Worker rights reforms - what changed

The traditional kafala (sponsorship) system bound Gulf workers to a single employer for the entire duration of their contract, with no right to transfer, quit, or leave the country without the employer's consent. Reforms have varied across the Gulf:

  • UAE (2021): full kafala reform - workers can change employers after one year without NOC, contract types are clearer, Wage Protection System enforces direct bank deposits, and a 90-day job-exploration visa exists.
  • Qatar (2017-2020, accelerated during the FIFA World Cup preparations): partial kafala reform. Workers no longer need exit permits to leave the country. NOC requirements eased but not eliminated. Minimum wage of QAR 1,000/month introduced - the first in the Gulf.
  • Kuwait: limited reform. NOC requirements still apply for most worker transfers. Domestic workers remain particularly vulnerable. Government has announced reform plans but implementation is slow.
  • Oman: moderate reform. Wage Protection System operational. NOC requirements eased for some sectors but not all.
