What is BE&OE?
The Bureau of Emigration & Overseas Employment (BE&OE) sits under Pakistan's Ministry of Overseas Pakistanis and Human Resource Development. It was established in 1971 and is the federal agency responsible for regulating overseas employment of Pakistani workers, protecting them from exploitation, verifying their contracts, and maintaining the official register of licensed Overseas Employment Promoters (OEPs).
BE&OE operates 13 Protector of Emigrants offices across Pakistan:

Which office you use depends on your registered domicile, not your current address. If you live in Karachi but your CNIC shows Multan as your permanent address, you must go to the Multan office unless you officially change your domicile.
Who needs emigration clearance?
Emigration clearance is mandatory for workers going to ECR (Emigration Check Required) countries. It is NOT required for most Western and East Asian destinations.
You MUST get BE&OE clearance if you are going for paid employment to:
- Saudi Arabia
- United Arab Emirates
- Qatar
- Kuwait
- Oman
- Bahrain
- Malaysia
- Libya
- Iraq
- Sudan
You do NOT need BE&OE clearance for:
- The United Kingdom (Skilled Worker visa)
- Canada (Express Entry or PNP)
- Australia (Subclass 189/190/491)
- The United States (any visa)
- EU countries including Germany (Opportunity Card or Blue Card)
- Japan (any visa)
- South Korea (any visa)
- Self-arranged employment in non-ECR countries
- Students, tourists, business travelers, and pilgrims (Hajj/Umrah)
The rule is simple: if you're going to Gulf, Malaysia, Libya, Iraq, or Sudan for work, you need BE&OE clearance. Everywhere else, you go through the normal visa channels.
Step-by-step process
- Get a verified job offer through an OEC (Overseas Employment Corporation - government agency) or a BE&OE-registered Overseas Employment Promoter (OEP - private licensed agent). Verify the OEP license at beoe.gov.pk before paying anything.
- Complete the GAMCA medical examination at one of the 17 approved centres across Pakistan (Karachi 5, Lahore 3, Islamabad 3, Peshawar 2, Faisalabad, Multan, Quetta, Sialkot).
- Get your employment contract attested by the Pakistani embassy in the destination country. The OEP usually handles this step on your behalf - confirm it has been completed before paying any fee.
- Register online at the BE&OE portal at beoe.gov.pk. Create an account using your CNIC and passport details.
- Visit the Protector of Emigrants office that covers your domicile. Take all required documents (see list below).
- The Protector reviews your contract for compliance with Pakistani law and the destination country's minimum wage and labor standards. If the contract is unfair, the Protector will REJECT it.
- If approved, the Protector applies the 'Emigration Check Required' stamp on your passport. This is the critical document.
- Attend the mandatory Pre-Departure Orientation (PDO) at your Protector office. This is required for first-time emigrants. The orientation covers worker rights, cultural orientation for the destination country, emergency contacts, and basic financial planning. Cost: approximately PKR 1,000.
- Enroll in the Overseas Pakistanis Foundation (OPF) insurance scheme. Cost: PKR 1,500-3,000 annually.
- At Pakistani airport immigration, the Protector stamp is checked. Without it, you cannot board your flight.
Required documents
- Valid Pakistani passport with at least 6 months validity beyond your travel date. Most countries require 6-9 months.
- Computerized National Identity Card (CNIC) - original and 2 copies.
- Employment contract attested by the Pakistani embassy in your destination country.
- Visa copy stamped by the destination country's embassy in Pakistan.
- GAMCA medical report (valid 3 months from issue date).
- 4 recent passport-size photographs with white background.
- Overseas Employment Promoter (OEP) agreement, if you're using an agent. Power of attorney if someone else is processing on your behalf.
- Demand letter from the foreign employer (employer's official request for the worker).
- Police clearance certificate, if required by destination country (most Gulf countries require this for first-time workers).
- Educational certificates, if your contract is for a skilled position (engineer, nurse, technician, doctor).

Protector of Emigrants - what they check
The Protector of Emigrants is your government-assigned advocate. Their job is to verify that the contract you have signed actually protects you, not to merely rubber-stamp the paperwork. They check:
- The salary in the contract matches at least the destination country's legal minimum and is consistent with market rates for the position. The Protector maintains internal rate sheets for each Gulf country and each major occupation.
- Accommodation is either provided by the employer or covered by a housing allowance specified in the contract. Workers cannot be forced to find their own housing in countries where housing is the employer's responsibility under local law.
- Working hours are reasonable - generally capped at 48 hours/week for most occupations, with overtime explicitly defined.
- Medical insurance is included or the employer commits to covering medical costs.
- A return ticket is provided by the employer at the end of the contract.
- The contract is available in Urdu or English - NOT just Arabic. Workers cannot be expected to sign documents they cannot read.
- The employer is registered with the destination country's labor ministry and not blacklisted.
If any of these conditions are missing or the contract terms are unfair, the Protector will reject the contract. This is one of Pakistan's strongest workplace protections - and the reason BE&OE clearance is required.
ECR vs ECNR passports
Pakistani passports come in two emigration categories: ECR (Emigration Check Required) and ECNR (Emigration Check Not Required). The category is printed on the passport.
- ECR passport: most Pakistani workers, particularly first-time emigrants without higher education. Must obtain BE&OE clearance for ECR-designated countries.
- ECNR passport: degree holders, government employees, those who have already travelled three or more times to ECR countries, women over a certain age, and a few other categories. ECNR holders going to Gulf STILL need BE&OE clearance, but the verification process is simpler and faster.
ECNR status is granted on application and proof of qualifying conditions. Most BE&OE applicants are ECR; the ECNR upgrade is worth pursuing if you plan to make multiple Gulf trips over your career.
Common mistakes
- Contract not attested by the destination country's Pakistani embassy. The OEP should handle this, but verify before paying.
- GAMCA medical report expired - the 3-month validity is strict and starts from the medical examination date.
- Trying to use the wrong Protector office. You must use the office that covers your domicile as shown on your CNIC.
- Missing CNIC or expired CNIC. Renewal at NADRA takes 7-15 days for normal processing.
- Using an unregistered or blacklisted OEP. The DoFE-equivalent BE&OE blacklist is updated regularly at beoe.gov.pk.
- Salary below the legal minimum for the destination country. The Protector will reject these contracts.
- Contract only in Arabic. Pakistani workers must have an Urdu or English version.
- Skipping the Pre-Departure Orientation (PDO). It is mandatory for first-time emigrants and you cannot board your flight without proof of attendance.
What happens WITHOUT emigration clearance
Pakistani workers who attempt to travel to ECR countries without BE&OE clearance face severe consequences:
- Immediate stop at Pakistani airport immigration. You will not be allowed to board your flight. Karachi, Lahore, Islamabad and Peshawar airports all enforce this.
- Fine of up to PKR 500,000 for attempting to circumvent emigration laws.
- No coverage under the OPF worker insurance scheme. If anything happens to you abroad - illness, injury, death, deportation - your family has no claim against the OPF NPR 1.5 million benefit.
- No government legal assistance abroad. The Pakistani embassy's labor attachรฉ has no standing to intervene on your behalf in workplace disputes if you are an unregistered worker.
- Severe vulnerability to exploitation. Employers can pay you less than promised, confiscate your passport, withhold wages, or deport you with impunity, knowing you have no verified contract on file.
- No path to remit money formally through Pakistan-compliant channels. You must use informal hundi/hawala networks, which are illegal and unsafe.
Workers who go through BE&OE have legal standing, insurance coverage, and government backing. Workers who skip it have nothing. Always do this step properly.
