Why Saudi Arabia dominates Pakistani migration

Saudi Arabia is the single largest destination for Pakistani workers, accounting for roughly 62% of all Pakistani labor permits issued in 2024 - 452,561 of the 727,381 total. Around 1.8 million Pakistanis currently live and work in Saudi Arabia, the largest non-Pakistani national community in the Kingdom and the largest overseas Pakistani community in the world.

The reasons are structural. Saudi Vision 2030 has launched the largest construction and infrastructure boom in modern history - NEOM ($500B), the Red Sea Project ($28B), Diriyah Gate ($20B), Qiddiya entertainment city ($8B), and dozens of other megaprojects. Together these need an estimated 500,000+ construction workers, 200,000+ service-sector workers, and 100,000+ technical specialists over the 2024-2030 window. Pakistan is the single largest source country.

Beyond Vision 2030, three established factors keep Saudi at the top of the Pakistani migration list: established Pakistani communities in Riyadh, Jeddah, Dammam, Al-Khobar and Madinah make integration easier than for first-time migrants; the Kingdom's religious significance gives Hajj and Umrah access most Pakistani workers value; and Saudi imposes no income tax, meaning the full SAR-denominated salary is take-home minus living costs.

Saudi salaries are tax-free at source, but workers typically face deductions for employer-provided accommodation (deducted at SAR 200-600/mo), shared housing costs, and a Saudi-mandated dependents fee if you bring family on the same Iqama. Even after deductions, the take-home gap versus Pakistan domestic wages remains 3-8x for unskilled work and 4-7x for skilled trades.

Step-by-step - Pakistan to Saudi Arabia

  1. Find a verified job - direct from the employer or through a BE&OE-licensed Overseas Employment Promoter (OEP). Verify the agent at beoe.gov.pk before paying anything.
  2. The Saudi employer obtains a work-visa block from the Saudi Ministry of Foreign Affairs (MOFA) - this is the employer's side of the process, not yours.
  3. The employer forwards the visa block number to the Saudi Embassy in Islamabad or the Consulate in Karachi.
  4. Complete the GAMCA medical examination at one of 17 approved centres across Pakistan (see GAMCA section below).
  5. Register with BE&OE online at beoe.gov.pk and complete in-person verification at the relevant Protector of Emigrants office.
  6. Get the Saudi visa stamped on your passport at the Saudi Embassy Islamabad or Consulate Karachi.
  7. Attend the mandatory pre-departure orientation (PDO) at your Protector office - this is required for first-time emigrants and covers worker rights, cultural orientation, and emergency contacts.
  8. Fly to Saudi Arabia. Common carriers from Pakistan: PIA, Saudia, flynas, and Air Sial.
  9. After arrival, your employer must apply for your Iqama (residency permit) within 90 days. Without an Iqama, you become legally undocumented after day 90.

GAMCA medical examination for Pakistani applicants

GAMCA (Gulf Approved Medical Centers Association) is the mandatory pre-departure medical examination required for all six Gulf countries, including Saudi Arabia. There are 17 GAMCA-approved medical centres across Pakistan.

Test components: blood tests for HIV, Hepatitis B and C, syphilis and malaria; chest X-ray for tuberculosis; full physical examination; pregnancy test for female applicants; and additional country-specific requirements where applicable. Cost ranges from PKR 8,000 to PKR 12,000 depending on the centre. The medical report is valid for 3 months from the issue date.

The most common failure reasons for Pakistani applicants are tuberculosis (detected on chest X-ray) and Hepatitis B - which has a 5-8% prevalence rate across Pakistan. If you fail GAMCA, you cannot reapply at the same centre - you must wait 6-12 months and demonstrate treatment compliance before retesting.

NEVER use unofficial 'GAMCA brokers' who offer to pass the test for a fee. The medical is now fully digital - results upload directly to the destination country's health portal. Brokers cannot change your result, and paying one is a guaranteed scam.

The Iqama - Saudi residency card

The Iqama is your Saudi residency permit. Your employer must apply for it within 90 days of your arrival in the Kingdom. Without an Iqama after day 90, you are legally undocumented and subject to deportation.

The annual Iqama fee is SAR 650, paid by the employer. Renewal is also SAR 650 annually. The Iqama is what enables you to: open a Saudi bank account, get a local SIM card, drive (with a converted licence), travel within Saudi Arabia using internal checkpoints, and exit and re-enter Saudi Arabia using the Exit/Re-entry visa system.

A major 2021 labor reform allows Pakistani workers to transfer to a new Saudi employer WITHOUT the previous employer's No Objection Certificate (NOC) under specific conditions. This was a fundamental shift from the old kafala system, which had bound workers to a single employer for the duration of their contract. Conditions for transfer: contract has expired or been violated by employer, your sponsor failed to pay your salary for 3+ months, or you completed one year of service and gave notice.
