What is a "Letter of Explanation" in IRCC terminology?

Immigration, Refugees and Citizenship Canada (IRCC) refers to the visa cover letter as a "Letter of Explanation". It is uploaded into the IRCC portal under "Client Information" → "Letter of explanation (optional)" during the application process.

The letter is not formally required but IRCC explicitly invites it. Officers value clarity: a one-page letter explaining purpose, funding, and ties shortens the decision time and reduces the likelihood of an "additional documents requested" letter that delays the case by weeks.

Canada-specific elements officers look for

  • Use IRCC terminology - "Temporary Resident Visa (TRV)", "Study Permit", "Work Permit", "Letter of Explanation", "Designated Learning Institution", "LMIA". Officers spot non-applicant agents quickly when terminology is sloppy.
  • Reference your UCI (Unique Client Identifier) if you have one from a previous application - even a refused one.
  • For Study Permit applicants from SDS-eligible countries (India, China, Vietnam, Philippines, Pakistan, Senegal, Morocco, etc.), explicitly mention your GIC purchase and tuition payment under the Student Direct Stream - this triggers faster processing.
  • For Work Permit applicants, distinguish clearly between LMIA-backed (requires LMIA reference) and LMIA-exempt (cite the specific IMP exemption code: C10 significant benefit, C11 entrepreneur, A75 intra-company transfer, etc.).
  • Always reference your medical exam panel physician name and date if you have completed an upfront medical exam - this can shave weeks off processing.
  • Reference the specific IMM form number you submitted (5257 visitor / 1294 study / 1295 work / 1344 sponsorship).
