How UK visa decisions actually work
UK Visas & Immigration (UKVI) decision-makers apply the Immigration Rules, particularly Part V for visitors and the Worker rules for sponsored work visas. The two tests every applicant must pass are the "genuine visitor / genuine worker" test (will you do what you say and leave when you say?) and the "maintenance funds" test (can you support yourself in the UK without recourse to public funds?).
A well-written cover letter helps the case-worker by laying out the answer to both tests in one place, rather than reconstructing it from bank statements and forms. For nationalities with above-average refusal rates (Nigeria, Pakistan, Bangladesh, Ghana, Sri Lanka), the cover letter does not change the rules but materially improves the chance of approval.
