The 2024-25 YMS expansion - what changed
Until 2023 the UK Youth Mobility Scheme was a small bilateral programme covering around 20 countries: the old Commonwealth core (Australia, Canada, New Zealand), East Asian partners (Japan, Korea, Hong Kong, Taiwan), and a handful of others (Iceland, Monaco, San Marino, Andorra). The 2024-25 expansion was the largest single update to the scheme since it was created in 2008, lifting the eligible-country list to 55+ and bringing in nationalities that had never had a UK working holiday route before.
The headline additions were India and Pakistan. The India bilateral was negotiated under the 2023 Migration and Mobility Partnership and opened in 2024 with an annual ballot of ~3,000 spots in February and another ~3,000 in July (roughly 6,000 per year). The Pakistan bilateral followed in late 2024 with a smaller annual quota. Ecuador and Uruguay were added in early 2025, alongside reactivated or expanded agreements with Saudi Arabia, Bahrain, and several Latin American partners.
If you hold an Indian work visa guide passport, the YMS is now a legitimate option for the first time - though competition for the ~6,000 annual ballot spots is intense. Pakistani, Ecuadorian, Uruguayan, and other newly-added passport holders should monitor the GOV.UK guidance pages for their country, because quotas and ballot calendars are still being finalised for the 2026 cycle.
Ballot vs direct application
The UK YMS uses two different application processes depending on your nationality. Most established partner countries use direct application: as long as the country's annual quota has spots remaining, you can apply at any time during the year and the visa is granted on the basis of meeting the standard eligibility criteria. The ballot route applies to nationalities with high demand and limited spots. You register interest during a fixed ballot window, the Home Office runs a random draw, and only winners are invited to apply for the visa within 30 days of the draw result.
Ballot countries currently include Japan, South Korea, Hong Kong, Taiwan, India, and Indonesia. Direct-application countries include Australia, Canada, New Zealand, Iceland, Monaco, San Marino, Andorra, Uruguay, and the European microstates. Some newly-added countries (Pakistan, Ecuador) are still being designated as one or the other - check the GOV.UK page for the latest status before assuming.
The Indian ballot opens twice a year, typically in February and July, with roughly 3,000 spots per draw for 6,000 total annual spots. The Japanese ballot opens twice (January and July) with around 1,500 spots per draw. The Korean ballot is annual. Ballot registration is free; only winners pay the visa fee and Immigration Health Surcharge. If you do not win one ballot, you can re-enter the next round provided you still meet age requirements.
3-year option for AU/CA/NZ/KR
In 2024 the UK lengthened the YMS for Australian, Canadian, New Zealand, and Korean citizens from 2 years to 3 years. The mechanism is a 2-year initial visa plus a 1-year extension that can be applied for from inside the UK during the second year of the original visa. The extension is conditional on continued eligibility (age and good character) but does not require a job offer or any further income test. The fee for the extension is the standard YMS fee plus the Immigration Health Surcharge for the extra year.
The four eligible nationalities also benefit from a raised age limit of 35 inclusive (vs 30 for everyone else), reflecting the longstanding Commonwealth ties and the reciprocal upgrades these countries offered to UK citizens visiting them. Japanese, Hong Kong, Indian, Taiwanese, and other YMS holders are capped at the standard 2-year visa and 18-30 age limit.
Practical implication: if you hold an Australian, Canadian, NZ, or Korean passport and you are 28-35, the YMS is essentially the best working holiday programme in the world for you. Three years in the UK, no quota cap (or generous quotas), and the ability to switch to a Skilled Worker visa during the third year if a UK employer wants to sponsor you long-term. The combination is unmatched outside of Australia's regional-work pathway.
Eligibility and application
Beyond holding an eligible passport and being in the age band, the YMS has two main eligibility tests: financial (you must show GBP 2,530 in your name in an accessible account, held for at least 28 consecutive days before applying) and good character (no recent criminal convictions, no immigration breaches). There is no English-language test, no qualifications requirement, and no job offer needed.
- Passport from a YMS-eligible country, valid for the full duration of the intended visa.
- Age 18-30 inclusive (or 18-35 for Australia, Canada, NZ, Korea). Assessed at the date of application.
- GBP 2,530 in personal savings, held for at least 28 consecutive days, shown via bank statement.
- No dependent children under 18 living with you or who you are financially responsible for.
- Visa fee: GBP 298 (paid online during application).
- Immigration Health Surcharge (IHS): GBP 776 per year. For a 2-year visa that is GBP 1,552; for the 3-year option it is GBP 2,328 (paid upfront).
- Biometrics: free for most nationalities, fees apply at some VACs (GBP 19.20 fee at most overseas centres).
The Immigration Health Surcharge is the largest cost in the YMS and catches most applicants off guard. It is paid upfront in a single payment when you submit the visa application, and it gives you full access to the NHS during your stay. There is no way to opt out and use private insurance instead. Budget GBP 1,850 for a 2-year stay (visa fee + IHS) or GBP 2,626 for a 3-year stay if you are eligible for the extension.
Work rules
YMS work rights are unusually generous compared with most working holiday visas. You can take any job (with the exceptions noted below) for any employer with no per-employer cap and no sectoral restrictions on most industries. You can do skilled and unskilled work, full-time or part-time, change jobs as often as you like, and engage in multiple jobs simultaneously. Self-employment is allowed with restrictions (see below).
The main restrictions are: you cannot work as a professional sportsperson (athletes need a separate Sportsperson visa); you cannot work as a doctor or dentist in training (though qualified professionals can take other healthcare roles); self-employment must not involve premises that you own or rent for the business, employees, or equipment over GBP 5,000 in value (this allows freelancing and gig-economy work but rules out running a shop or studio); and you cannot extend the visa beyond the maximum 2 or 3 years.
London salaries for typical YMS-friendly roles run GBP 25,000-40,000 per year for hospitality, retail management, customer service, marketing assistant, and junior office roles. Skilled trades (electricians, carpenters, plumbers) can earn GBP 35,000-55,000 in London. Tech roles for those with experience start around GBP 35,000 and can reach GBP 60,000+ for mid-level engineers. Outside London, expect 20-35% lower nominal salaries but proportionally lower rent.
Best regions and industries
Roughly two-thirds of YMS holders end up in London because that is where the jobs, the YMS-friendly housing market, and the social scene are concentrated. But the cost-of-living equation has shifted noticeably since 2022, and Manchester, Edinburgh, Bristol, and Glasgow are increasingly attractive for travellers who want to keep more of their salary.
- London: Highest salaries and the most job choice. GBP 25,000-40,000 typical for service and admin roles; GBP 35,000-60,000 for skilled work. Rent GBP 900-1,400 for a room in zones 2-4. Tube and bus network is the strongest in the UK.
- Manchester: Lower cost of living than London (rent GBP 600-900 a room) with a growing tech, media, and finance scene. Salaries 20-30% below London but rent half. Strong cultural scene.
- Edinburgh: Tourism, hospitality, finance, tech. Beautiful but expensive in summer. Rent GBP 700-1,000 a room. Festival season (August) is a working holiday goldmine for hospitality.
- Bristol: Tech, media, creative industries. Rent GBP 700-1,000 a room. Train to London in 90 minutes.
- Cornwall and Lake District: Hospitality summer (April-October). Pubs, hotels, B&Bs. Accommodation often included in the role. Out of season the work disappears.
- Scottish Highlands and ski resorts (Glenshee, Cairngorm, Nevis Range): Winter (December-March). Smaller scale than Alps but staff jobs available in hotels and lift ops.
Can YMS lead to settlement?
The Youth Mobility Scheme has no direct conversion to Indefinite Leave to Remain (ILR). It is explicitly a temporary visa designed for cultural exchange and short-term work, and time on YMS does not count towards the 5-year continuous-residence requirement for most settlement routes. However, the YMS is a strong stepping stone if you can secure a UK employer willing to sponsor you on a Skilled Worker visa during or at the end of your YMS stay.
The common pathway is: 2-3 years on YMS building UK work experience and professional network, find a UK employer willing to sponsor (the employer must hold a sponsor licence and the role must meet the GBP 38,700 minimum salary or relevant going rate), switch to a Skilled Worker visa from inside the UK, then accumulate 5 years on the Skilled Worker visa to qualify for ILR. Total timeline from arrival to ILR: 7-8 years.
Some YMS holders shortcut this by marrying or entering a civil partnership with a British citizen or settled person, which gives a separate spouse visa route with a 5-year path to ILR. Others use the YMS as a stepping stone to a Global Talent visa (for tech, arts, or research specialists) or to the Innovator Founder visa for entrepreneurs. The Skilled Worker switch is by far the most common transition. To switch you need a UK employer who holds a sponsor licence (around 90,000 UK employers currently hold one), the role must sit at RQF Level 3 or above (skilled level), the salary must meet the higher of GBP 38,700 or the going rate for the specific occupation code, and you must hold an English-language test result (most YMS holders from eligible nationalities are exempt under the majority-English-speaking-country rule). The switch is applied for from inside the UK and takes around 3 weeks, with a Priority service available for an extra fee.
Arrival essentials - first month in the UK
Onboarding in the UK is faster than in most other working holiday destinations because the systems are mostly digital and the National Insurance number can be applied for online before you even arrive. The five things to sort in the first month: National Insurance number, UK bank account, phone plan and SIM, accommodation, and starting the job search.
- National Insurance number: free, applied for online at GOV.UK once you have a UK address. Takes 8-12 weeks but you can start work without it (employer will use a temporary number).
- Bank account: Monzo, Starling, and Revolut are by far the fastest for newcomers (full account opened in 10 minutes via app, no proof-of-address required initially). High street banks (HSBC, Barclays, Lloyds, NatWest) require proof of UK address.
- Phone plan: O2, EE, Vodafone, and Three are the big four (postpaid CAD 15-35 a month). Smarty, Lebara, and Giffgaff are budget alternatives on the same networks (prepaid GBP 10-20 a month).
- Accommodation: SpareRoom is the dominant flatmate site. Open Rent and Zoopla for whole flats. London room rents GBP 900-1,400 a month in zones 2-4; Manchester and Edinburgh GBP 600-900; smaller cities GBP 450-700.
- Job search: LinkedIn, Indeed.co.uk, and Reed are the largest. For hospitality use Caterer.com; for tech use Hired and Otta; for graduate roles use Bright Network. Many YMS holders use temp agencies (Reed, Hays, Adecco) for fast placements in admin and customer service.
Tax and take-home pay
YMS holders are taxed as UK residents from day one. The 2024-25 thresholds are a GBP 12,570 personal allowance (no tax on the first GBP 12,570 of income), then 20% on the next GBP 37,700, then 40% above that. National Insurance is 8% on earnings between GBP 12,570 and GBP 50,270, then 2% above. A typical YMS holder earning GBP 30,000 in London takes home around GBP 23,800 after tax and NI (an effective rate of about 21%).
Tax is deducted automatically by your employer through PAYE. You do not normally need to file a self-assessment return unless you have self-employment income above GBP 1,000 or other non-PAYE income. On departure you can claim back any over-withheld tax for the partial tax year using form P85, which typically results in a refund of GBP 200-1,000 depending on when in the tax year (which runs April to April) you arrived and left.
