Why Pakistanis go abroad

Pakistan's minimum monthly wage is PKR 37,000 (about US$133). Even an entry-level Saudi construction labourer earns SAR 1,500/month (~US$400 = PKR 111,000) - three times as much. A UK NHS Band 5 nurse earns £29,970/year (~PKR 700,000/month) - close to twenty times Pakistan's minimum wage. A Canadian IT professional earns C$85,000/year (~PKR 1.47 million/month). That single fact explains why approximately 10 million Pakistanis live and work abroad - the sixth-largest diaspora in the world. Their remittances totalled approximately US$33 billion in the most recent year, with January 2026 alone recording US$3.46 billion in a single month. Around 762,499 new BE&OE labor permits were issued in 2025, with 92% going to Gulf countries.

Push factors: domestic unemployment above 8%, inflation that peaked at over 25% in 2023-24, limited formal-sector jobs for university graduates, political instability, electricity load-shedding hurting businesses, and currency depreciation eroding rupee savings.

Pull factors: established Gulf migration networks (family members often already abroad), UK / Canada / Australia PR pathways with clear paths to citizenship, growing global demand for Pakistani IT talent, and severe shortages in UK NHS and Saudi healthcare absorbing Pakistani medical professionals.

The brain-drain crisis is real and accelerating. Approximately 3,642 Pakistani doctors emigrated in 2024 alone - the highest annual figure on record. Combined with thousands of nurses, engineers, and IT specialists, Pakistan is losing skilled-worker capacity faster than its universities can produce replacements. For individual Pakistani professionals, this is a multi-million-rupee lifetime earnings shift. For the Pakistani state, it is a fiscal and human-capital crisis.

The IT sector is Pakistan's newest export-led growth story. Pakistan's IT-services export economy reached US$3.2 billion in 2024 and continues to grow. The January 2026 remittance figure tells the story in one number. Saudi Arabia dominates by raw volume - 62% of all Pakistani labor permits in 2024 (452,561 of 727,381 total). Around 1.8 million Pakistanis currently live in Saudi Arabia, making it the largest overseas Pakistani community in the world. The Vision 2030 megaproject programme (NEOM, the Red Sea Project, Diriyah Gate, Qiddiya) has triggered demand for 500,000+ construction workers, 200,000+ service-sector workers, and 100,000+ technical specialists through the 2024-2030 window.

But the UK has 1.66 million Pakistanis - the largest non-Gulf destination - with established communities in Birmingham, Bradford, Manchester, Luton, East London, and Glasgow. Unlike the Gulf, the UK offers a clear 5-year path to Indefinite Leave to Remain (ILR) and a further year to British citizenship. NHS shortages of 40,000+ nurses and 10,000+ doctors continue to absorb Pakistani healthcare graduates through the Skilled Worker visa route.

Canada, Germany and Australia are the fastest-growing skilled corridors. Canada accepted 471,550 new permanent residents in 2024 - the largest intake in the country's history. Pakistan is in the top five source countries. Germany's 2024 Opportunity Card now lets skilled Pakistanis enter the country without a pre-arranged job offer. Australia's Subclass 491 regional visa is the most accessible PR path for Pakistani professionals whose points don't reach the federal Subclass 189 threshold. The combined annual flow to Canada, Germany and Australia is growing roughly 20-30% per year.

The BE&OE process - every overseas worker's first step

Whether you're heading to a Saudi construction site, a UAE retail counter, a Qatar service-sector job, or a Malaysian factory - every Pakistani worker heading to an ECR (Emigration Check Required) country needs BE&OE clearance before departure. No exceptions.

The Bureau of Emigration & Overseas Employment (BE&OE) is the federal agency responsible for verifying foreign employment contracts, applying the Protector of Emigrants stamp to your passport, registering you with the Overseas Pakistanis Foundation (OPF) insurance scheme, and certifying that your placement complies with Pakistani law and the destination country's labor standards.

BE&OE clearance is required for: Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain, Malaysia, Libya, Iraq and Sudan. It is NOT required for: UK, Canada, Australia, US, Germany, Japan, Korea, and other Western and East Asian destinations - these go through normal embassy visa channels.

UK and Canada pay 7-15x Pakistani wages for skilled professionals. The Gulf pays 3-8x for both unskilled and skilled trades. Germany pays slightly less than the UK or Canada but has lower cost of living outside Munich.

The two Pakistans - skilled vs unskilled migration

Pakistani migration is bifurcated unlike any other major South Asian nationality. Two dramatically different paths run in parallel, with almost no overlap between them:

Path 1 (~65% of migrants) - Unskilled / semi-skilled → Gulf

  • No degree required.
  • Destinations: Saudi Arabia, UAE, Qatar, Kuwait, Oman, Malaysia.
  • Jobs: construction, driving, cleaning, hospitality, security.
  • Salary: PKR 80,000-180,000/month.
  • Managed by: BE&OE-licensed OEPs (manpower agencies).

Path 2 (~35% of migrants) - Skilled / professional → West + EU

  • Degree required.
  • Destinations: UK, Canada, Australia, US, Germany, Italy, Spain.

Which path you take depends almost entirely on your education. Both are valid. But the lifetime earnings gap is enormous - a Pakistani worker who spends 30 years on Gulf labour contracts will earn roughly PKR 50-100 million in total foreign income; a Pakistani professional who emigrates to the UK or Canada and reaches mid-career seniority will earn PKR 300-600+ million over the same period. The skilled path is dramatically more lucrative and dramatically harder to access.

Scam warning - protecting Pakistani workers

Recruitment-agent fraud is the single largest financial risk facing Pakistani overseas workers. An estimated PKR 10-20 billion is lost every year to unlicensed agents, fake job offers, and inflated "processing fees". The protective rules are simple:

  • Use ONLY BE&OE-licensed OEPs (Overseas Employment Promoters) or the government OEC (Overseas Employment Corporation). Verify every agent at beoe.gov.pk.
  • The legal maximum recruitment fee for Gulf placements is PKR 6,000-15,000, varying by country and occupation. This is set by BE&OE and is legally enforceable.
  • NEVER pay more than the official government + agency fees. Anyone demanding PKR 200,000-500,000 in "agent commission" or "visa processing fee" is breaking the law - it is a scam.
  • Red flags: guaranteed visa, WhatsApp-only contact, no written receipt, refuses to meet at a registered office address, asks for your passport upfront, demands cash payment with no banking trail.
  • Report fraud to BE&OE at beoe.gov.pk/complaint or the FIA Cyber Crime Wing at 9911. Disputes with foreign employers are handled by the BE&OE legal aid cell - keep every document, every receipt, every WhatsApp message.
  • Always cross-check: dofe-style search at beoe.gov.pk lists all licensed OEPs with their license numbers, country-specific authorisations, and any blacklist status. If an agent cannot give you a license number, walk away.
