Changes already in effect
Every measure below is live today. Rules apply to new applications from the effective date; existing Skilled Worker visa holders keep their current conditions until extension or switch.
July 22, 2025 - Core Skilled Worker reset:
- Salary threshold raised from GBP 38,700 to GBP 41,700
- Skill level raised from RQF 3 to RQF 6 (degree-level roles only)
- ~180 occupations removed from Skilled Worker eligibility
- Social care worker overseas recruitment ended (existing holders protected until July 2028)
- Temporary Shortage List (TSL) introduced with 52 occupations at RQF 3-5
- TSL workers cannot bring dependants; no salary discount
November 2025 - Talent route tweaks:
- HPI visa expanded from top 42 to top 100 global universities
- Innovator Founder: students can start a business while their application is pending
December 16, 2025 - Immigration Skills Charge raised 32%:
- Small sponsors: GBP 364 → GBP 480 per year
- Medium and large sponsors: GBP 1,000 → GBP 1,320 per year
January 8, 2026 - English raised to B2:
- Skilled Worker, Scale-up, and HPI routes now require CEFR B2 (was B1)
- Dependants over 18 also need B2 English
- Existing holders keep their current level until extension
March 26, 2026 - Visa brake and refusal expansion:
- Home Office refusing Skilled Worker entry clearance for Afghan nationals (extensions and in-country switching unaffected)
- Student visa refusals expanded to Afghanistan, Cameroon, Myanmar, Sudan
April 7, 2026 - Prison workers exception:
- RQF Level 3 allowed (not 6) for prison officer and custodial roles
- Minimum salary GBP 31,600
- Switching from Graduate visa permitted
- First below-degree sector exception since the July 2025 reset
Confirmed upcoming changes
These are announced and funded but not yet in effect. Dates are taken from the White Paper and subsequent Home Office statements.
- June 2026 (expected): tighter student compliance metrics for universities; stricter sponsor licence retention
- July 1, 2026: Global Talent visa adds a dedicated design industry pathway
- December 31, 2026: Immigration Salary List (ISL) expires; TSL roles auto-removed unless MAC recommends extension
- January 1, 2027: Graduate visa cut from 2 years to 18 months (PhD graduates keep 3 years)
- 2027 (date TBD): ILR qualifying period moves from 5 to 10 years baseline; points-based settlement
- 2027: below-RQF-6 workers may need 15 years for ILR; dependant partners must independently qualify
- 2027: criminal conviction may disqualify from ILR (any conviction, not just 12+ month sentences)
- 2027: annual earnings above GBP 12,570 required for 3-5 years before ILR
The settlement consultation closed in February 2026 with more than 200,000 responses. Legislation is expected in late 2026.

Who is affected by these changes?
Prospective UK workers must now qualify at degree level. Employers face a 32% higher Immigration Skills Charge and a narrower sponsored-role list. The care sector is closed to overseas recruits, though existing Health and Care Worker visa holders can extend until July 2028.
Afghan nationals cannot obtain new Skilled Worker entry clearance. International students will find the Graduate visa shorter from 2027. Current visa holders benefit from transitional arrangements, but switching from lower-skilled routes is now restricted. Families on TSL occupations cannot bring dependants, and anyone approaching five years for settlement is watching the 10-year ILR proposal closely.

- If eligible under current rules, apply before further changes land
- If on an ISL or TSL role, assume your occupation could be removed after December 2026
- If planning a UK move, verify your occupation is still RQF 6 eligible and above GBP 41,700
- If approaching 5 years for ILR, apply before the 10-year baseline becomes law
- If Afghan, explore family, study, or third-country routes while the brake is in effect
- If sponsoring, budget for the 32% higher ISC and audit sponsored roles against RQF 6
