Nursing abroad - the #1 Filipino pathway
The Philippines produces more overseas nurses than any other country. Over 200,000 Filipino nurses work in 40+ countries, and the global nursing shortage means every major destination is actively recruiting. But each country has its own licensure exam, visa pathway, and salary structure. Here is the complete comparison.

Licensure exams explained
NCLEX-RN (US)
A computer-adaptive test of 75-145 questions, taken at Pearson VUE Manila or Cebu. First-attempt pass rate for Filipino graduates is around 35-45%; cost about $200 plus state licensing fees. NCLEX is the hardest nursing exam but leads to the highest salary - most Filipino nurses pass on their 2nd or 3rd attempt.
CBT + OSCE (UK / NMC)
The CBT is a computer-based test you can sit in Manila; the OSCE is a clinical skills exam taken in the UK. Pass rates run around 70% (CBT) and 85% (OSCE), and most employers pay for the UK flight and OSCE accommodation. It is the fastest Western pathway - CBT in Manila, OSCE in the UK, working within 3-6 months.
Prometric (Saudi / Gulf)
The Prometric exam plus SCFHS, DHA, or HAAD registration. Pass rate around 60-70% and available in Manila. It is the easiest exam and the fastest deployment - but there is no permanent residency path.
ANMAC + AHPRA (Australia)
An ANMAC skills assessment plus AHPRA registration, which may require a Modified OSCE or a bridging program. It is a longer process but leads to direct permanent residency via the subclass 189 visa.
Caregiving abroad - the other healthcare pathway
Caregiving is separate from nursing - different exams, different visas. It is one of the largest Filipino pathways and, in Canada and Germany, leads to permanent residency.

TESDA Caregiver NC II: a TESDA-accredited training program of 6-12 months costing ₱20,000-50,000. It is required for Japan TITP and the Canada caregiver route. Get TESDA certified BEFORE applying - it is required by most destination countries and by DMW.

🇨🇦 Canada from the Philippines
Filipino-Canadians are the fourth-largest Asian group in Canada, with strong communities in Toronto, Winnipeg, Vancouver, and Calgary. Express Entry needs no employer and grants PR in about 6 months, and there is a caregiver program designed specifically for Filipino caregivers.
The IELTS advantage: English is an official language in the Philippines, so most Filipinos score 7.0+ without heavy preparation. That adds 20-30 CRS points over Indian and Chinese applicants. Typical profiles: a nurse (BSN, 28, 3 years) scores around 418 and is competitive in healthcare draws (CRS ~467); an IT graduate scores around 392 and needs a PNP or French; a caregiver scores around 366 and uses the dedicated caregiver stream.

🇬🇧 UK from the Philippines
The United Kingdom is the number two destination for Filipino nurses. NHS trusts recruit directly from Manila, the CBT exam is available locally, and the Health & Care visa costs just £284 with no IHS surcharge - saving ₱220K+ over five years.

🇺🇸 US from the Philippines
More than 4 million Filipino Americans make this the largest Asian American group after Chinese and Indian communities. Importantly, the Philippines is NOT on the 75-country US immigrant visa freeze list - all pathways remain open.
- NCLEX → EB-3: the classic Filipino-American nursing pipeline to a green card.
- DV lottery: the Philippines is eligible, unlike India and China.
- Family petition (I-130): millions of Filipino families have US relatives.

🇯🇵 Japan from the Philippines
Japan recruits heavily from the Philippines, and about 3.4% of all OFWs are there. There are three pathways:
- TITP: a 3-5 year intern program in factory, agriculture, and caregiving roles - structured but tied to one employer.
- SSW: the Specified Skilled Worker visa across 14 sectors. SSW1 lasts 5 years; SSW2 is unlimited and opens a permanent residency pathway.
- EPA: a government-to-government route for nurses and caregivers, requiring the Japanese national nursing exam (under 15% foreign pass rate).
JLPT N4 (basic Japanese) is the minimum for SSW and most TITP placements. TESDA and Nihongo centres in Manila, Cebu, and Davao run the language courses.

Gulf states - Saudi, UAE, Qatar & Kuwait
The Gulf is the traditional OFW heartland: Saudi Arabia is the number one destination (1.2M+ Filipinos), the UAE is number two (700K+), and Qatar, Kuwait, Bahrain, and Oman have significant communities.
Reality check: Gulf contracts offer fast deployment and tax-free income. But there is no permanent residency, the visa is tied to your employer (the kafala system in some countries), and labour protections are limited. The Philippines has bilateral agreements with Saudi Arabia and the UAE to improve conditions, but enforcement varies.

DMW process - your departure checklist
Before any Filipino can legally work abroad, you must complete the DMW (formerly POEA) process. Skipping any step can result in being offloaded at the airport.
- DMW registration at dmw.gov.ph.
- PEOS (Pre-Employment Orientation Seminar) - online and free.
- Find a job through a DMW-accredited agency or as a verified direct hire.
- Contract verification - your employment contract is verified by DMW.
- PDOS (Pre-Departure Orientation Seminar) - country-specific.
- OEC (Overseas Employment Certificate) - your exit clearance, online or at the airport counter.
- OWWA membership - ₱1,300, mandatory; covers insurance, repatriation, and welfare benefits.
- PhilHealth - maintain active membership.
- Medical clearance at a DOH-accredited clinic.
- Departure - present your OEC at airport immigration.
🚫 How to spot illegal recruitment
- "100% guaranteed job placement" - nobody can guarantee this.
- Excessive fees - Canada, the UK, and New Zealand charge ZERO placement fee by law.
- No POEA/DMW accreditation number.
- Asking for your original passport.
- Offers too good to be true (₱100K/month as a domestic helper).
